Term store management link missing from site administration

This typically happens when you create a root site of a site collection from the blank site template

Run 2010 Management Shell as admin and execute the following Powershell command:

Enable-SPFeature -id “73EF14B1-13A9-416b-A9B5-ECECA2B0604C” -Url https://your/siteurl/here
